An incident where hydrochloric acid was generated due to improper disposal of waste liquid from chemicals used in a semiconductor manufacturing plant, resulting in harm to workers.

In the membrane pre-cleaning process of the manufacturing process, a mixed solution M of sulfuric acid, hydrogen peroxide, and pure water was used, while a mixed solution N of phosphoric acid and hydrochloric acid was used for the marking process. Although solutions M and N were processed separately, hydrochloric acid gas was generated when solution N was accidentally poured into the poly tank designated for collecting solution M. The hydrochloric acid gas, which erupted as white smoke from the poly tank, spread into the clean room, causing three workers inside to complain of eye pain and seek treatment. The observer at the steel mill sensed an unpleasant odor and, concerned about the inflow of exhaust gas from the sintering machine, measured the levels of sulfur dioxide, oxygen concentration, and carbon monoxide concentration inside the manhole. The oxygen concentration was 18.8% and the carbon monoxide concentration was 130 ppm, prompting the observer to instruct the workers inside the manhole to "run away." After receiving medical attention, both the observer and the victim were advised to be hospitalized; however, the observer returned home the same day, while the victim was hospitalized for a week due to carbon monoxide poisoning. While a basket was rotating in the washing tank of the cleaning device, it came loose, causing the products being cleaned to scatter inside the tank. A worker entered the cleaning device to pick up the scattered products. However, since they entered while there was still about half of the cleaning solution remaining, they inhaled the vapor of dichloromethane contained in the cleaning solution and were exposed. In the production of drugs, after the filtration process, workers moved the intermediate to the drying room, transferred it to trays, and placed the trays on the shelves of a low-temperature dryer, during which they were exposed to high concentrations of acetone.
