Deploy the hybrid cells on the slope, secure them with anchor pins, and fill them with material while compacting. Since the structure supports the sliding force with anchor pins, tensile forces act on the cells. They can be installed following the natural slope of the ground. If the slope is steep and the sliding load is significant, the number of anchors will be increased (density will be higher).
