This proposal is a comprehensive soil contamination investigation package aimed at clients, general contractors, site managers, and purchasing personnel planning the redevelopment of former automobile maintenance sites, demolition work, or large-scale land alterations, to fully comply with legal obligations and various soil residue regulations. In maintenance facilities, there is a legal obligation to appropriately address soil contamination risks from various substances, including trichloroethylene and 1,2-dichloroethane, which fall under the specific hazardous substances of the Water Pollution Control Act, as well as lead from leaded gasoline and plating, cadmium, hexavalent chromium, boron, and fluorine. Non-compliance with administrative guidance and regulations can lead to sudden work stoppages and a loss of corporate social credibility. This survey specification is structured based on the strict public standards established by the ordinances of each municipality and national laws. In Phase 1, the historical investigation thoroughly examines the public notification materials held by the municipality and the history of environmental guidelines, facilitating prior consultations with the administration. In Phase 2, the overview investigation conducts soil gas sampling at the specified density set for all target plots, as well as surface sampling using the official five-point equal mixing method for heavy metals. In Phase 3, the detailed boring investigation employs self-propelled boring machines to conduct continuous core sampling at depths of up to 10 meters (or to the impermeable layer), thoroughly verifying compliance with the secondary leaching quantity standards. Our in-house analysis lab, registered under the Measurement Law, can issue official analysis result certificates for 28 leaching items and 2 content items on an expedited basis.

It will be introduced to obtain development permits without delay. Additionally, for the large amounts of excavated soil being transported from construction sites in the metropolitan area, it can be widely utilized in practical site operations for reliable schedule management and compliance adherence, including pre-transport lot inspections that comply with the "no reuse of existing data" rule set by disposal destinations and municipalities, as well as obtaining conformity certificates for full-layer equal sampling in accordance with various residual soil ordinances in Chiba Prefecture, Saitama Prefecture, etc. (leaching tests for 28 items and content tests for 2 items).
