The PCB Special Measures Law, revised in 2016, mandates the disposal of PCBs within a specified timeframe. Even for PCB-contaminated transformers currently in use, it is necessary to cease their use and dispose of them within the disposal period. Strict measures, including improvement orders, penalties, and forced execution, are expected to be imposed for violations of this obligation. Rijen has developed the HED system, which connects transformers to processing equipment, enabling highly efficient oil extraction and replacement of PCB-contaminated insulating oil with non-PCB oil. This ensures reliable oil extraction and replacement. Since the work is conducted in a closed system, there is no risk of workers being exposed to PCBs or of PCBs being dispersed or leaked. The size of the processing equipment is among the smallest in the industry. It can be used for transformers located in basements of buildings with restricted access or in areas where vehicles and heavy machinery cannot easily enter.
