Flammable gases will combust or explode if they meet the conditions of having a concentration within the "combustion (explosion) range," the presence of oxygen, and an ignition source. This "combustion (explosion) range" varies depending on the type of gas. Therefore, even in situations where there is an ignition source, if the concentration of flammable gas is either below or above the combustion range, an explosion will not occur, and an explosion will also not happen in the absence of oxygen.
