In offshore wind condition observation, there are methods such as building a wind measurement mast at sea or measuring from land using a scanning lidar. Considering accuracy and other factors, building a wind measurement mast at sea is indeed the best option, but there are many challenges such as cost, time, and applications. Therefore, we propose a method of floating a buoy at sea and measuring vertical wind conditions with a lidar. The attached buoy will be floated offshore, anchored to remain stationary, and powered by a battery, solar panels, and wind turbine. The lidar used is the proven "ZX 300M."
