In regional disaster prevention, efforts at each local level are becoming increasingly important. There is a term called the "three assists" in disaster response, which refers to self-assistance (overcoming challenges on your own), mutual assistance (overcoming challenges as a community), and public assistance (overcoming challenges with the help of the government). When a large-scale disaster occurs, the government also takes action, but it is a fact that there are physical limitations to the government's response, and we cannot rely solely on public assistance. Therefore, mutual assistance is said to be crucial. Mutual assistance is the idea of neighbors helping each other to overcome disasters, such as within neighborhood associations or elementary school districts, and it can cover areas that cannot be addressed by self-assistance or public assistance. In this way, effective disaster measures require disaster response that is suited to local characteristics, and a cooperative attitude within the community becomes essential.
