A "tunnel" is an artificial or naturally formed civil engineering structure that passes through the ground, such as underground, underwater, or through mountains, from the surface to the destination. At the OECD Tunnel Conference in 1970, it was defined as "an underground structure established at a planned location with specified cross-sectional dimensions, regardless of the construction method, with a finished cross-sectional area of 2 m² or more." According to the Ministry of Land, Infrastructure, Transport and Tourism, the total number of tunnels nationwide, including expressways, national roads, and municipal roads, is approximately 10,300. Of these, about 4,800 were opened before 1982, and it is estimated that around 3,200 are over 40 years old. It seems that more than 40% of the tunnels nationwide have been in operation for over 30 years, and the aging of road infrastructure has become a nationwide issue.
