In recent years, as safety measures in transportation have been strongly emphasized, emergency passenger evacuation ladders that are standard equipment on trains in Europe and the United States are, in Japan, often simple ladders similar to construction step ladders, as reported in newspapers during disasters or accidents. The Taiwan High-Speed Rail, which became the first export of Japan's Shinkansen technology when it opened in January 2007, was specified to be equipped with lightweight and simple emergency ladders similar in structure to airplane boarding stairs, just like those in Europe. However, domestic ladder manufacturers were unable to meet this requirement, and the railway vehicle manufacturers requested assistance, leading to the development of the "Emergency Escape Ladder for Railway Vehicles" introduced here.
