Additionally, some ordinances may have a broader scope of application for soil contamination investigations than the Soil Contamination Countermeasures Act. For example, the Tokyo Metropolitan Environmental Protection Ordinance requires that when a factory or designated work site is discontinued or removed, not only current but also past handled harmful substances must be investigated, and land alterations of 3,000 m² or more are also subject to investigation.
