Air is blown into the hollow part of the roadbed with humid air above 0°C to eliminate road surface freezing and promote snow melting at temperatures above 6°C. Utilizing a lot of unused heat from ventilation and exhaust from buildings, measures are taken against freezing and heavy snowfall. Rainwater is temporarily stored in the hollow part of the roadbed and infiltrated underground to alleviate river flooding. Overflowing rainwater is directed to the sewer system and rivers to prevent flooding, addressing heavy rain and sudden downpours. Humid cold air is blown into the hollow part of the roadbed to mitigate the heat island effect and address summer heat.
