The PCB Special Measures Law, revised in 2016, mandates the disposal of PCBs within a specified timeframe. Violations of this obligation can result in improvement orders, penalties, and enforcement actions. The disposal cost for ballasts containing high concentrations of PCBs is quite expensive, approximately 100,000 yen per unit. Rijen will have specialized workers conduct a thorough investigation and assessment of the PCB content in the ballasts that customers are using and storing, utilizing their extensive sorting knowledge and skills. We will disassemble ballasts that contain PCBs as much as possible and properly separate waste by concentration, significantly reducing disposal costs for our customers. We also handle all the complicated tasks involved in registering with JESCO, a facility for high-concentration PCB treatment, including leakage prevention measures at the work site, coordination with disposal and collection transport companies, and administrative reporting to local governments, all in a one-stop service. Rijen has developed the HED system, which connects transformers to processing equipment, enabling highly efficient oil extraction and replacement of PCB-contaminated insulating oil with non-PCB oil. This ensures reliable oil extraction and replacement. Since the work is conducted in a closed system, there is no risk of workers being exposed to PCBs or of PCBs being dispersed or leaked. The size of the processing equipment is among the smallest in the industry. It can be used for transformers located in basements of buildings with restricted access or in areas where vehicles and heavy machinery cannot easily enter.
