Rare metals (also known as precious metals) are non-ferrous metals that are scarce in circulation within the industrial sector for various reasons, and they are essential materials for the manufacturing of products such as LCD televisions, mobile phones, and automobiles. The Ministry of Economy, Trade and Industry has defined 31 types of metals as rare metals and is working on stable supply and domestic stockpiling. The resource value of sludge is still largely unknown. ■ Currently, sludge is incinerated as industrial waste after dehydration and is buried in landfills. ■ In the case of inorganic sludge, it is only reused to a limited extent as incineration ash for construction materials and is not recognized as a resource.

What is PCB? PCB stands for polychlorinated biphenyl, which is an artificially created chemical substance that is primarily oily. It has characteristics such as being difficult to dissolve in water, having a high boiling point, being resistant to thermal decomposition, being non-flammable, and having high electrical insulation properties. Additionally, due to its chemically stable nature, it was used in various applications such as insulating oil for electrical equipment, heat transfer fluids in heat exchangers, and non-carbon paper. However, due to its property of being easily soluble in fats, it gradually accumulates in the body and has been reported to cause various symptoms, leading to a ban on both its production and importation. PCB-containing Coatings It is known that PCB was added as a plasticizer in some chlorinated rubber-based paints. These paints were used for coating steel structures such as bridges and buildings during the period of rapid economic growth, and currently, these structures are in need of repair or renovation. In October 2019, the "Measurement Methods for Low Concentration PCB Containing Waste (4th Edition)" was published by the Ministry of the Environment, which specifies that measurement should only be conducted using mass spectrometers such as GC/HRMS as the analytical method.

What are dioxins? Dioxins is a collective term that includes polychlorinated dibenzo-p-dioxins (PCDD), polychlorinated dibenzofurans (PCDF), and coplanar polychlorinated biphenyls (co-PCB). There are 75 types of PCDD, 135 types of PCDF, and 12 types of coplanar PCBs, and their toxicity varies by isomer. Toxicity of dioxins Even among the 29 types of toxic dioxins, the toxicity varies. The most toxic, "2,3,7,8-tetrachlorodibenzo-p-dioxin," is assigned a value of 1, and the toxicity of other dioxins is expressed relatively. This relative coefficient is called the Toxicity Equivalence Factor (TEF). The analysis results are the sum of the toxicity equivalents (TEQ) for each isomer, calculated by multiplying the measured concentration for each isomer by its Toxicity Equivalence Factor (TEF).
