In December 2001, based on the "Plan for the Rationalization and Reorganization of Special Corporations," which was decided by the Cabinet, the "Act on the Independent Administrative Institution for Small and Medium Enterprise Agency" was promulgated in December 2002. The Small and Medium Enterprise Comprehensive Business Organization (excluding credit insurance operations) integrated the operations of the Regional Development Corporation (excluding local urban development operations) and the Industrial Infrastructure Development Fund, and on July 1, 2004, it was newly established as the "Independent Administrative Institution for Small and Medium Enterprise Agency." The Independent Administrative Institution for Small and Medium Enterprise Agency (abbreviated as SME Agency) conducts activities such as providing advice, training, loans, investments, grants, and guarantees for debts necessary for the business activities of small and medium enterprises and other businesses, as well as developing facilities in the region and operating mutual aid systems, thereby establishing a foundation for revitalizing the business activities of small and medium enterprises and other businesses.
