In evaluating the flammability of plastics, we look not only at "non-combustibility," which means it does not catch fire at all, but also at characteristics such as "self-extinguishing," where the fire goes out when removed from the heat source, and "slow-burning," where the combustion rate is slow even if it catches fire. Even silicone rubber, which is generally considered to be flame-retardant, is a material that lacks self-extinguishing properties and will continue to burn once ignited.
