***Summary*** Concrete has entered an era where the limit values for water-cement ratios are explicitly defined according to durability performance requirements. As a result, the development of reliable unit water measurement devices has been desired. Wet screening methods for reducing moisture in mortar, as well as vacuum drying methods and capacitance methods using microwaves, have already been released. However, Marui's unit water meter is specifically designed for fresh concrete and focuses on estimating the unit water amount from a large sample of 15 kg. Waiting for the mixed fresh concrete to set for testing, as done traditionally, lacks the speed needed for result determination and can lead to confusion. Therefore, Marui aimed for a measurement time of about 3 minutes, with performance capable of instantly displaying information within ±5 kg/m3 for unit water amount. Additionally, since the unit water amount can vary significantly with the amount of air in fresh concrete, a high-precision air content measuring device has also been newly developed.
