【Lecture Overview】 In April 2018, Hamamatsu City introduced a public facility operation project based on the PFI Act (concession method) for the city's largest processing area, the Nisei Processing Area, which includes the terminal treatment plant and two intermediate pumping stations. This marked the first implementation of such a system in the sewerage sector nationwide, and we are now approaching the midpoint of the 20-year project period. In this seminar, we will detail the background and circumstances that led to the city's adoption of the concession method, key points in the selection of operators, as well as the current status after nine years since the project began.
