**Lecture Overview** The demand for data centers (DC) is expanding due to the proliferation of generative AI, requiring vast amounts of electricity. Currently, digital infrastructure, including DCs, is concentrated in the Tokyo and Osaka areas, making it important to promote regional decentralization from the perspectives of resilience, green transformation (GX), and regional revitalization. In response, the Ministry of Internal Affairs and Communications and the Ministry of Economy, Trade and Industry established the "Watt-Bit Public-Private Council" in March 2025, and in June, the council compiled "Summary 1.0."
