[Seminar] Overview and Issues of Legal Regulations Associated with the Transition of Cryptocurrency Regulations to the Financial Instruments and Exchange Act
The full scope of the legal amendments and their impact on practice as interpreted by members of the LDP Web3 Working Group - Introduction of information provision regulations for issuers and cryptocurrency exchange operators.
On December 10, 2025, the Financial Services Agency announced the "Working Group Report on the Cryptocurrency Asset System" from the Financial System Council, which recognizes cryptocurrency assets as investment targets and clearly indicates a paradigm shift from regulation under the existing Payment Services Act to regulation under the Financial Instruments and Exchange Act.
