【Lecture Overview】 In this city, discussions began in 2011 regarding the review of the management structure of the sewerage business. Starting from the fiscal year 2022, comprehensive private outsourcing (hereinafter referred to as "comprehensive outsourcing") of the operation and maintenance management of sewerage facilities (pipes, pumping stations, sewage treatment plants) throughout the city has been implemented under a long-term contract of 20 years with a new company established by the city (Clear Water OSAKA Co., Ltd.). Additionally, in September 2025, the introduction of Water PPP was made through a contract modification of the comprehensive outsourcing.
