【Lecture Overview】 In the revised PPP/PFI Promotion Action Plan of 2023, a new public-private partnership model called Water PPP has been defined. Regarding national funding support for the renovation of sewage pipes, the introduction of this Water PPP will become a requirement from fiscal year 2027, with some exceptions. As a result, many municipalities responsible for sewerage projects are now required to accelerate their consideration of Water PPPs. However, they are also facing demands for addressing aging infrastructure, disaster response, and efforts toward decarbonization, all while struggling with limited budgets and personnel.
