【Lecture Overview】 The Noto Peninsula earthquake in January 2024 and the heavy rainfall in Okunoto in September. Noto has experienced two major disasters. How has the Vice Governor of Ishikawa Prefecture approached recovery and reconstruction? Using the keywords "cross-border," "dialogue," and "lobbying," we will introduce (1) methods for grasping inconvenient information, (2) negotiations with national and municipal governments, and (3) the formulation of specific measures through public-private partnerships, all while considering the current state of Noto and its future. The method for grasping inconvenient information is something that should and can be done by executives. The negotiations with national and municipal governments will delve deeper than previous negotiations by the prefecture.
