In the "Japan's International Space Exploration Scenario (Draft) 2021," JAXA outlines a plan to realize the utilization of water resources on the lunar surface. This includes concept studies and technology assessments for a lunar propellant production plant system in the 2020s, ground demonstrations, preliminary surveys for plant construction sites in the 2030s, and the commencement of construction for a lunar demonstration plant, with plans to start full-scale operations of the propellant plant by 2040.
