**Lecture Overview** The National Strategic Special Zone is a system established to implement bold regulatory and institutional reforms with the aim of creating "the most business-friendly environment in the world." This system addresses "bedrock regulations" that have long hindered business operations despite changes in socio-economic conditions, by implementing special regulatory measures and reforms in various systems, limited to specific regions and fields. Chiba City has been designated as a National Strategic Special Zone in January 2016, with the goal of building a "near-future technology demonstration and multicultural city" centered around Makuhari New City. The city is actively working on broad regulatory relaxation and is conducting demonstration experiments involving drones and autonomous mobility.
