[Seminar] Hamamatsu City: Status of Public-Private Partnership in Sewerage Projects, Implementation Effects and Challenges
<Tokyo Event> - Background of the Introduction of the Concession System, Organizational Structure, Monitoring
Our company will hold a business seminar. Hamamatsu City, taking advantage of the merger of 12 municipalities, received the largest regional sewerage project in Shizuoka Prefecture from the prefecture on April 1, 2016. In order to address the challenges of people, goods, and money during the transfer, we considered introducing public-private partnership methods, and as a solution to the most pressing issue of labor shortages, we implemented comprehensive private outsourcing at Level 3 for two years from fiscal year 2016 to 2017. Then, starting in fiscal year 2018, we introduced Japan's first concession system for sewerage projects. Now in the seventh year since the introduction of the concession system, the project is progressing smoothly.
