In June 2022, the "Law to Partially Amend the Law Concerning the Improvement of Energy Consumption Performance of Buildings to Contribute to the Realization of a Decarbonized Society" was promulgated, amending the Energy Conservation Law for Buildings, which mandates compliance with energy conservation standards for almost all buildings in principle. Additionally, with the amendment of the Building Standards Law, there will be a review of the targets for building confirmation and inspection, as well as the implementation of a system for omitting reviews, leading to changes in the application procedures for building confirmation conducted by builders and designers. While ensuring sufficient preparation time for both applicants and reviewers, the law is scheduled to be enforced in April 2025, and buildings that commence construction after the enforcement date will be subject to compliance obligations.
