When he returned to Osaka, he decided, "We will build a factory in the forest in Bibai, Hokkaido. The extrusion industry will need a large area of land during the period of rapid economic growth." His thoughts were nothing compared to the true pioneers who undertook the development of Hokkaido, the "industrial settlers." However, it was not that simple. He sought financing from the national organization for coal-producing region promotion, but the founder, who started the business after turning 60, was not granted any loans. Somehow, they managed to secure financing and began construction of the factory. However, construction was soon interrupted by the oil shock. After restarting construction, they eventually began operations at the Bibai factory, but they did not originally have customers in Hokkaido, and their debts continued to increase. Nevertheless, the second president met various people both inside and outside the company, received help, and accomplished the founder's seemingly impossible demands: "Debt-free management, a capital ratio of over 50% for companies that survived the Great Depression, and the abolition of self-issued promissory notes." Moreover, he, along with his predecessors, helped establish a crucial free-spirited environment for manufacturing and technology development.
