The substitute for freon, "HFC (hydrofluorocarbons)," is widely used as a refrigerant in many devices and equipment. However, although HFCs are not ozone-depleting substances, they have a significant greenhouse effect, being 100 to over 10,000 times more potent than carbon dioxide, and measures to reduce their use have been deemed necessary. Due to the impact of HFCs, the average temperature increase by the end of this century is estimated to be about 0.5 degrees Celsius. In this context, from October 10 to 14, 2016, the 28th Meeting of the Parties to the Montreal Protocol was held in Kigali, Rwanda, where an amendment to the protocol (the Kigali Amendment) was made to establish obligations for the phased reduction of HFC production and consumption.
