Based on the results of the "Study Group on Information and Communication Systems for Local Communities," hosted by the Kyushu Regional Communications Bureau from November 2007 to March 2008, the "Frequency Utilization Plan" was revised in July 2008, reallocating some frequencies from underutilized regional promotion radio for use in municipal and community broadcasting, which is referred to as "Community Radio." The official notification was issued in December 2008, and licenses have been granted sequentially since then.
