The "SK-5000" is an IP radio manufactured by Smart Wave. It can be used without personal qualifications or registration, but it is sold exclusively to corporate customers. As long as you are within the communication area of NTT Docomo's 3G and LTE networks, you can make calls anywhere in Japan.
