The Emergency Medical Information Kit, as explained by Professor Takiko Okamoto of Meiji Gakuin University, was proposed to Minato Ward and the Tokyo Fire Department based on the "Emergency Medical Information Kit" system implemented in Portland, Oregon, USA. It has been in operation at the Minato Ward Office since May 2008. Individuals fill out an A4 sheet with their medical history, emergency contacts, and other information, which is then stored in the kit. The kit is designated to be kept in the refrigerator, and a magnetic seal indicating its storage location is placed on the refrigerator door, along with a sticker on the inside of the entrance door, standardized across the nation. In the event of a sudden illness while living alone or when family members are not present, even if one can call an ambulance, it would be beneficial to reliably communicate information such as medical history, pre-existing conditions, blood type, and medications being taken to the emergency responders. The "Emergency Medical Information Kit" was created to fulfill this role. (Quoted from Sankei Shimbun, August 5) In the past, there was a sense of community, and everyone in the neighborhood knew where elderly people lived alone, but now the sense of community has diminished, and there is also the issue that local governments find it difficult to collect personal information due to privacy protection laws. Installing emergency medical information kits in the refrigerators of every household could help address some of these issues. If emergency responders are required to check the refrigerator, it would solve some of the problems. Refrigerators are found in every household's kitchen, so it would save time searching, and information inside the refrigerator is more acceptable to be seen by others. I believe this is a good method to protect privacy without incurring much cost.
