While seismic isolation is low-cost, there were concerns about the durability of the structure, leading to consideration of new construction. It was estimated that even with large-scale repairs repeated over 50 years, the total repair costs would be around several hundred million yen, and thus the decision was made to proceed with seismic isolation rather than new construction.
